Les nouvelles libert\u00e9s dans l\u2019Universit\u00e9 fran\u00e7aise permettent \u00e0 des chercheurs \u00e9trangers de publier leurs travaux en France, dans leur langue maternelle. C\u2019est surtout une th\u00e8se qui poss\u00e8de une qualit\u00e9 rare\u00a0: le lecteur m\u00eame moyennement averti en apprend beaucoup. La recherche sur le terrain compl\u00e8te harmonieusement les connaissances et la documentation livresques. Le r\u00e9sultat est un travail \u00e0 la fois original et classique\u00a0:<\/p>\n<ul>\n<li>original en ce qu\u2019il est largement unique dans les r\u00e9sultats, le mat\u00e9riau et les perspectives\u00a0; auriez-vous imagin\u00e9 que m\u00eame l\u2019immense progr\u00e8s apport\u00e9 par les TIC dans leur capacit\u00e9 \u00e0 lier la paysannerie d\u2019Afrique de l\u2019Est au reste du monde a son revers\u00a0? Si,si\u00a0! Une bonne partie de l\u2019activit\u00e9 d\u2019interm\u00e9diaire se trouve oblig\u00e9e de se reconvertir\u00a0; du coup, le ph\u00e9nom\u00e8ne transforme les petites villes qui \u00e9taient des centres d\u2019interm\u00e9diation entre la campagne et la grande ville\u00a0; il faut lire la th\u00e8se pour comprendre comment ces petites villes et leurs ex-interm\u00e9diaires ont trouv\u00e9 la parade pour rebondir\u00a0: une v\u00e9ritable application de la Th\u00e9orie du d\u00e9veloppement \u00e9conomique de Joseph Schumpeter, avec ses ruptures, sa continuit\u00e9 et l\u2019\u00e9l\u00e9ment central de l\u2019avanc\u00e9e \u00e9conomique qu\u2019est l\u2019innovation\u00a0;<\/li>\n<li>classique car l\u2019auteur r\u00e9alise la v\u00e9ritable prouesse de respecter, autant que faire se peut, les r\u00e8gles de sa discipline, la g\u00e9ographie, mais aussi celles de la recherche en \u00e9conomie ou en sociologie. Cet effort interdisciplinaire est facilement perceptible \u00e0 chaque section de la th\u00e8se, on pourrait m\u00eame dire \u00e0 chaque page. L\u2019auteur fournit aussi un effort appr\u00e9ciable sur le plan linguistique\u00a0: sa th\u00e8se est r\u00e9dig\u00e9e en anglais. Mais quand il cite en fran\u00e7ais, il respecte les usages fran\u00e7ais.<\/li>\n<\/ul>\n<p>Cette th\u00e8se m\u00e9rite d\u2019\u00eatre acclam\u00e9e dans une rubrique d\u2019actualit\u00e9 juridique parce qu\u2019elle aborde de long en large la nature des rapports entre les acteurs du secteur informel et les autorit\u00e9s publiques\u00a0; l\u2019auteur qui d\u00e9clare avoir travaill\u00e9 pendant quatre ans pr\u00e9sente aussi, en associant culture g\u00e9n\u00e9rale et culture financi\u00e8re, certains dessous du shadow-banking kenyan\u00a0: <strong><em>M-Pesa<\/em><\/strong>, <strong><em>Mbao<\/em><\/strong>, <strong><em>Chama accounts<\/em><\/strong>. Il est peut-\u00eatre plus facile pour un g\u00e9ographe de garder le contact avec la r\u00e9alit\u00e9. Mais l\u2019auteur fait preuve d\u2019une v\u00e9ritable hargne pour comprendre la persistance d\u2019une certaine pauvret\u00e9 rurale au Kenya. Les suggestions qu\u2019il fait sur la n\u00e9cessit\u00e9 de multiplier les canaux de communication avec les zones rurales ont cette qualit\u00e9 souvent inconnue de nombreux chercheurs qu\u2019elles sont plausibles \u00e0 la r\u00e9alit\u00e9.<\/p>\n<p>La qualit\u00e9 de ses suggestions est accentu\u00e9e par le fait que l\u2019auteur reconna\u00eet les qualit\u00e9s des l\u00e9gislations k\u00e9nyanes r\u00e9centes qu\u2019il loue pour avoir pour objectif de permettre une v\u00e9ritable participation du secteur informel \u00e0 la l\u00e9gislation qui le concerne. Du coup, sa critique et ses suggestions sont plus audibles\u00a0! Il faut enfin dire un mot d\u2019un th\u00e8me largement m\u00e9connu chez les juristes de la zone CFA. L\u2019auteur insiste \u00e0 plusieurs reprises sur la n\u00e9cessit\u00e9 d\u2019accepter comme priorit\u00e9 les propres pr\u00e9occupations des populations rurales, sp\u00e9cialement leur volont\u00e9 d\u2019am\u00e9liorer leurs possibilit\u00e9s d\u2019agr\u00e9ment, leur droit au bonheur en quelque sorte. Mais derri\u00e8re cette mani\u00e8re de voir les choses, on doit reconna\u00eetre qu\u2019il a sans doute une culture individualiste, au sens de Max Weber.
